ARTICLE 1 - TEACHER EVALUATION AND PROFESSIONAL DEVELOPMENT
Modifying certain reporting requirements for school and student indicators of growth and achievement; requiring school districts and exclusive representatives of the teachers in the districts to develop and coordinate a professional development model for probationary teachers and continuing contract teachers; requiring school districts and charter schools to establish a teacher appraisal framework, requiring report to the legislature; modifying the state development program; modifying the uses of staff development revenue; requiring a school board and the school administrators in the district to develop a professional development model for school administrators; providing for appraisal implementation
ARTICLE 2 - TEACHER LICENSURE AND EMPLOYMENT
Expanding school performance report cards accountability requirements; modifying certain licensure provisions; establishing tiered licensure, requiring the board of teaching to establish requirements for issuance of probationary, standard, distinguished, and exemplary teacher licenses; establishing a teacher continuing tenure system; modifying certain employment contract provisions; providing for licensure-based bonuses; modifying certain school district powers and duties; requiring the commissioner of education to develop a request for proposals for racially diverse teacher studies
