Authorizing the commissioner of health to waive timelines for partial or complete evacuations in response to natural disasters; creating a hardship area exception to the nursing home bed moratorium; allowing the commissioner of health to approve a request for consolidation of nursing facilities; requiring the commissioner to determine the allowable payment rates of the facility receiving beds for relocations; specifying criteria for review of applicant proposals to the moratorium process; requiring funding for an approved moratorium exception project for a Bloomington nursing facility; providing a method for determining budget-neutral nursing facility rates for relocated beds; repealing exceptions to moratorium review for criteria and replacement restrictions
