ARTICLE 1 - HIGHER EDUCATION
Reducing higher education appropriations to the Minnesota state colleges and universities (MnSCU) board of trustees and the University of Minnesota (U of M) board of regents
ARTICLE 2 - HUMAN SERVICES
Reducing the basic care services reimbursement; appropriating money and reducing appropriations to the department of human services (DHS), including children and economic assistance, children and community services, general assistance (GA), and Minnesota supplemental aid grants and emergency general assistance (GA), and emergency Minnesota supplemental aid in the reductions
ARTICLE 3 - 2011 REDUCTIONS
Requiring the commissioner of management and budget (MMB) to allocate a reduction to general fund state (executive branch) agency recipients, prohibiting certain education, veterans, military, tornado and flood relief, job skills, vocational rehabilitation, and department of corrections reductions; reducing legislature (senate and house) and governor, lieutenant governor, state auditor, attorney general, and secretary of state (constitutional offices) appropriations
ARTICLE 4 - TAX AIDS AND CREDITS
Eliminating the political contribution refund; reducing town, county, and city market value credit reimbursement, the renter credit, and the property tax refund; specifying a flat dollar amount per enrolled acre and a maximum dollar amount for the sustainable forest incentive program payment; reducing city and county local aid (LGA); repealing the political contribution refund
ARTICLE 5 - FEDERAL UPDATE
Conforming certain tax provisions to changes in the federal internal revenue code (IRC) for dependent health care coverage extension and specifying corrected federal W-2 forms to not be required from employers
