6E Relating to elections
ARTICLE 1 - VOTER REGISTRATION, PHOTO IDENTIFICATION, AND PROVISIONAL BALLOTING
Specifying sufficient documentation of identity and residence for purposes of election day voter registration; defining voter identification (ID) card and specifying no fee for voter ID card and application data; providing for voter identification cards to be provided by the department of public safety; requiring duplicate voter ID card for address and name changes; providing for an expiration date; incorporating identification care security procedures; modifying certain provisions regarding the appointment of election judges; specifying acceptable documentation of identity and residence; modifying certain procedures for polling place rosters; prohibiting fee charging; specifying photo identification requirements; establishing provisional ballot casting and counting procedures; specifying local government official duties; modifying state and county canvassing board procedure; establishing a state-subsidized voter identification card account and transferring certain money to the account; instructing the commissioner of administration to contract for the production and implementation of a statewide public educational campaign related to voter identification requirements
ARTICLE 2 - ELECTION ADMINISTRATION AND INTEGRITY
Modifying certain election administration procedures; establishing a challenged voter eligibility list; requiring the secretary of state to report to the legislature on the amending of administrative rules necessary to implement this act
ARTICLE 3 - ELECTRONIC ROSTERS
Defining polling place rosters; specifying minimum standards for electronic rosters; defining certain terms; requiring elected officials to establish minimum contingency and security procedures, minimum standards for data encription, minimum electronic roster transaction requirements, electronic roster preelection testing procedures and minimum number of computers required for a precinct opting to use electronic rosters; requiring the submission of certain required written procedures and reports; establishing the legislative task force on electronic roster implementation; specifying duties and membership
ARTICLE 4 - RECOUNTS
Specifying recount officials; determining the scope of recounts; specifying automatic recount procedures for federal, state and judicial elections and recounts in county, school district and municipal elections; providing for discretionary candidate and ballot question recounts; specifying expense responsibility for discretionary recounts; establishing procedures in securing ballots and materials, locations recounts may be held and other general procedures; establishing a procedure for counting and challenging ballots; specifying certification procedures and procedures in the event of a tie vote; establishing security deposit procedures for recount expenses; specifying revisor instruction; repealing certain recount procedures
ARTICLE 5 - TITLE; SEVERABILITY; APPROPRIATIONS
Specifying the title of this act to be "The 21st Century Voting Act"; establishing that all provisions of this act are severable; appropriating money to the commissioner of administration for the purposes of the public education campaign, to the secretary of state for information technology costs associated with the electronic roster requirements and the commissioner of management and budget for transfer to the state-subsidized identification card for the purposes of providing voter identification
