Relating to capital improvements; appropriating money for the university of Minnesota, Minnesota state colleges and universities (MnSCU), Minnesota state academies, department of natural resources (DNR), pollution control agency (PCA), zoological garden, department of administration, enterprise technology, the departments of military affairs and transportation (DOT), the metropolitan council, the departments of human services, veterans affairs, corrections, and employment and economic development (DEED), the public facilities authority, Minnesota historical society, and for bond sales expenses; requiring the commissioner of management and development (MMB) to schedule a sale of general obligation bonds; authorizing bond sale; specifying prior bond sale authorization reductions; authorizing the housing finance agency to issue a certain amount of nonprofit housing bonds for foreclosed affordable housing, requiring a MMB transfer for outstanding bonds after a certain date; modifying prior appropriations to the Minneapolis veterans home and the Perpich center for arts education
