Relating to stadiums

ARTICLE 1 - MINNESOTA STADIUM AUTHORITY

Providing for the construction, financing, and long-term use of a stadium primarily as a venue for professional football; establishing the Minnesota stadium authority; defining terms; imposing a sports memorabilia gross receipts tax of a certain percent and imposing a compensating use tax under condition of unpaid gross receipts tax; imposing a sales tax on product exhibition and selling events and box seats, suites, and sky boxes; expanding the direct satellite service sales and use tax; exempting football stadium building materials from the sales and use tax; establishing and providing for the Minnesota stadium authority as a public body and a state political subdivision, specifying authority powers and duties, defining Minnesota stadium authority employees as state employees; allowing a city to issue an on-sale intoxicating liquor license to Minnesota stadium authority sports facilities; requiring the authority to solicit and evaluate proposals for stadium location and requiring the authority to provide staff and compensation, specifying stadium proposal and bid processes; requiring a state contribution share for each proposal; allowing local share of stadium construction to include revenue raised from imposition of a local sales tax, a liquor tax, a lodging tax, an entertainment tax, an admission tax, a food and beverage tax, and other locally generated taxes; providing special allowances for certain jurisdictions; specifying criteria and conditions as binding for contracts; providing an exemption from the metropolitan council review, business subsidy act; requiring the authority to issue a request for bids to sell naming rights; authorizing the authority to impose a tax on the taxable net income of qualified sports organizations employees and specifying the percent; authorizing municipal grants to the authority for stadium development and to sell revenue bonds; providing a property tax exemption and subjecting authority property to special assessments; requiring the city to issue intoxicating liquor licenses; prohibiting local sales taxes imposition at the stadium site; transferring all metropolitan sports facilities commission assets and liabilities to the authority; abolishing the metropolitan sports facilities commission; authorizing the metropolitan council to sell and issue bonds; authorizing the Minnesota lottery to conduct a stadium themed game with revenues deposited into the stadium account; repealing the metropolitan sports facilities commission
