1.1A bill for an act 1.2relating to health; establishing the Maternal and Child Health Advisory Task 1.3Force;proposing coding for new law in Minnesota Statutes, chapter 145. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin [145.8811] MATERNAL AND CHILD HEALTH ADVISORY TASK new text end 1.6new text begin FORCE.new text end 1.7    new text begin Subdivision 1.new text end new text begin Composition of task force.new text end new text begin The commissioner shall establish and new text end 1.8new text begin appoint a Maternal and Child Health Advisory Task Force consisting of 15 members new text end 1.9new text begin who will provide equal representation from:new text end 1.10new text begin (1) professionals with expertise in maternal and child health services;new text end 1.11new text begin (2) representatives of community health boards as defined in section 145A.02, new text end 1.12new text begin subdivision 5; andnew text end 1.13new text begin (3) consumer representatives interested in the health of mothers and children.new text end 1.14new text begin No members shall be employees of the Minnesota Department of Health. Section new text end 1.15new text begin 15.059 governs the Maternal and Child Health Advisory Task Force. Notwithstanding new text end 1.16new text begin section 15.059, the Maternal and Child Health Advisory Task Force expires June 30, 2015. new text end 1.17    new text begin Subd. 2.new text end new text begin Duties.new text end new text begin The advisory task force shall meet on a regular basis to perform new text end 1.18new text begin the following duties:new text end 1.19new text begin (1) review and report on the health care needs of mothers and children throughout new text end 1.20new text begin the state of Minnesota;new text end 1.21new text begin (2) review and report on the type, frequency, and impact of maternal and child health new text end 1.22new text begin care services provided to mothers and children under existing maternal and child health new text end 1.23new text begin care programs, including programs administered by the commissioner of health;new text end 2.1new text begin (3) establish, review, and report to the commissioner a list of program guidelines new text end 2.2new text begin and criteria which the advisory task force considers essential to providing an effective new text end 2.3new text begin maternal and child health care program to low-income populations and high-risk persons new text end 2.4new text begin and fulfilling the purposes defined in section 145.88;new text end 2.5new text begin (4) make recommendations to the commissioner for the use of other federal and state new text end 2.6new text begin funds available to meet maternal and child health needs;new text end 2.7new text begin (5) make recommendations to the commissioner of health on priorities for funding new text end 2.8new text begin the following maternal and child health services:new text end 2.9new text begin (i) prenatal, delivery, and postpartum care;new text end 2.10new text begin (ii) comprehensive health care for children, especially from birth through five new text end 2.11new text begin years of age;new text end 2.12new text begin (iii) adolescent health services;new text end 2.13new text begin (iv) family planning services;new text end 2.14new text begin (v) preventive dental care;new text end 2.15new text begin (vi) special services for chronically ill and disabled children; andnew text end 2.16new text begin (vii) any other services that promote the health of mothers and children; andnew text end 2.17new text begin (6) establish, in consultation with the commissioner and the state Community Health new text end 2.18new text begin Advisory Committee established under section 145A.10, subdivision 10, paragraph (a), new text end 2.19new text begin statewide outcomes that will improve the health status of mothers and children as required new text end 2.20new text begin in section 145A.12, subdivision 7.new text end
