Relating to capital improvements; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature under certain conditions; making changes to the nonprofit housing bond use authority for permanent supportive housing purposes, defining foreclosed property; appropriating money to the University of Minnesota, Minnesota state colleges and universities (MnSCU), Minnesota state academies, department of natural resources (DNR), pollution control agency (PCA), Minnesota zoological garden, the departments of administration, enterprise technology, military affairs and transportation (DOT), the metropolitan council, departments of human services, veterans affairs, corrections, and employment and economic development (DEED), public facilities authority, Minnesota historical society, and for bond sales expenses; authorizing the sale and issuance of state bonds; requiring the department of management and budget (MMB) to schedule general obligation bond sales and specifying parameters for the bond sale; providing certain bond sale authorization reductions; modifying certain prior appropriations
