Appropriating money to the department of agriculture for protection services, agricultural marketing and development, bioenergy and value-added agriculture, and administration and financial assistance, to the board of animal health for disease eradication and control, and to the agricultural utilization research institute; defining ammonia and anhydrous ammonia; authorizing the commissioner of agriculture to certify a person to offer or perform a regulatory compliance inspection of sites storing ammonia and ammonia fertilizer; establishing an anhydrous ammonia public safety surcharge; authorizing a reinspection fee; authorizing the commissioner to implement policies and procedures for a decrease in inspection frequency; creating a wholesale produce dealers account in the agricultural fund; increasing retail food handler fees; extending availability of a certain previous clean water fund agricultural appropriation for restoring impaired waters; repealing ethanol development
