1E Relating to human services; establishing a sex offender civil commitment screening panel to review preliminary determination for civil commitment appropriateness; requiring county partial state payment for certain costs; requiring the commissioner of human services to identify existing alternative settings for safe transfer of certain sex offenders and requiring the commissioner to develop and operate alternative facilities; authorizing treatment facility directors to file petitions for custody reduction; modifying commitment procedure to accommodate screening panel decisions; allowing placement of certain sexual psychopathic personalities and sexually dangerous persons in alternative facilities; authorizing the court to order conditional release under certain conditions; requiring county attorney petitions to contain basis for appropriateness of petition
