Relating to capital improvements; summarizing capital improvement appropriations; appropriating money to the board of regents of the University of Minnesota for higher education asset preservation (HEAPR), certain infrastructure improvements to the twin cities campus combined heat and power plant and Itasca facility improvements and the board of trustees of the Minnesota state colleges and universities (MnSCU) for higher asset preservation and replacement (HEAPR) and certain projects at Anoka-Ramsey community college, Coon Rapids, Bemidji state university, Century college, Dakota county technical college, Minneapolis community and technical college, North Hennepin community college, Northland community and technical college, Ridgewater college in Willmar, Minnesota state university, Mankato, St. Cloud technical and community college, St. Paul college, Minnesota west community and technical college, Worthington, Itasca community college, Rochester community and technical college, South Central college, Faribault, Southwest Minnesota state university, Marshall and for science, technology, engineering and math initiatives; specifying debt service and unspent appropriations; appropriating money to the department of education for library accessibility and improvement grants; to the department of administration for Minnesota state academies asset preservation purposes and for certain infrastructure improvements at the Perpich center for the arts education, to the commissioner of natural resources (DNR) for natural resources asset preservation, flood hazard mitigation grants, dam repair, reconstruction and renewal, certain road and bridge maintenance and replacement, state forest restoration, parks and trails renewal and development; sedimentation removal from Lake Zumbro, Lake Vermillion state park and specifying unspent appropriations; to the pollution control agency (PCA) for the closed landfill program; to the board of soil and water resources (BWSR) for RIM conservation reserve and wetland replacement due to public road projects, to the department of agriculture, to the rural finance authority, to the Minnesota zoological garden, to the department of administration for the state capitol restoration, for the peace officers memorial restoration, for the construction of the Washburn center for children; to the amateur sports commission; to the department of military affairs for asset preservation and Camp Ripley education center addition, specifying unspent appropriations; to the department of transportation for local bridge replacement and rehabilitation, for local road improvement fund grants, for railroad warning devices replacement, for greater Minnesota transit and for port development assistance; to the Metropolitan council for metropolitan regional parks capital improvements, for municipal wastewater systems, for the Phillips community center and for the Minneapolis transportation exchange; to the department of human services for statewide facilities, for the Harriet Tubman center in Maplewood and for the Minnesota security hospital on the campus of the St. Peter regional treatment center; to the department of veterans affairs for asset preservation, the Minneapolis veterans home building 17 south and the Minneapolis veterans home centralized pharmacy; to the department of corrections for asset preservation, for a well and water treatment facility at the Minnesota correctional facility-Stillwater, for asset preservation at the Northeast regional correctional center (NERCC) and specifying unspent appropriations; to the department of employment and economic development for the greater Minnesota business development public infrastructure grant program, for the redevelopment account, for the transportation economic development program, for a Business development through capital project grants; for a research and technology center in Austin, for a regional public television station in Bemidji; for a floodwall extension in South St. Paul; to the Public facilities authority for a state match for certain federal grants and for the wastewater infrastructure funding program; to the housing finance agency for the rehabilitation of public housing and to the Minnesota historical society for historic sites asset preservation and county and local preservation grants; specifying bond sale schedule and authorization; specifying certain consultation and collaboration, space allocation, sequencing and specific duties of the commissioner of administration relating to the capitol restoration project; requiring state agencies to track and report on the number of jobs created or retained as a result of capital project funding; providing for the validation of appropriation bonds in relation to the Minnesota pay for performance program; authorizing solar energy systems in state buildings; establishing the business development through capital projects grant program, the transportation economic development infrastructure program and the housing infrastructure bonds account; modifying certain previous appropriations relating to trail acquisition,rehabilitation and development, trail connections, the cedar avenue bus rapid transit, the Minneapolis veterans home campus building 17 HVAC replacement, St. Cloud state university - national hockey center, the transit capital improvement program, the shade tree program, the Minnesota sex offender program treatment facilities - Moose Lake, county and local preservation grants, Normandale community college academic partnership center student services; Iron range engineering program facilities, the transit capital improvement program, and the wastewater infrastructure program; establishing the Lake Superior-Poplar River water district establishment; authorizing acquisitions for the Canisteo project; repealing a rule regarding state participation limitations related to harbors and ports
