ARTICLE 1 - TRANSPORTATION APPROPRIATIONS

Appropriating money to the commissioner of transportation (DOT) for multimodal systems, airport development and assistance, aviation support and services, transit, freight, state roads operations and maintenance, program planning and delivery, construction, highway debt service, electronic communications, local roads, county and municipal state aids, agency management, services, buildings; requiring the commissioner of transportation to make certain transfers, specifying use of state road construction appropriations and allowing a contingent appropriation, prohibiting certain use of the trunk highway fund for the office of the governor; appropriating money to the metropolitan council for bus transit and rail operations, and to the commissioner of public safety for administration and related purposes, the office of communications, public safety support, technology and support services, state patrol, commercial vehicle enforcement, capitol security, the vehicle crimes unit, driver and vehicle services and traffic and pipeline safety; authorizing and providing for tort claims payment; extending previous state road appropriations with reduced funding

ARTICLE 2 - METROPOLITAN TRANSIT FINANCE

Relating to grant application and awards and the grant evaluation and ranking system (GEARS) committee; permitting the counties transit improvement board to allocate funds to the metropolitan council for bus operations, which would be in addition to funds provided to the metropolitan council for light rail transit, bus rapid transit, and commuter rail service; establishing the that the first priority in allocation of funds by the counties transit improvement board is for necessary debt service on bonds issued prior to 2011 under the bonding authority of the board; permitting the metropolitan council to transfer to its transit operating budget in 2011, 2012, and 2013, up to 100 percent of the uncommitted money in the livable communities fund, requiring transferred funds to be used to cover operating deficits for transit, paratransit, and light rail and commuter rail services; permitting the council to transfer to its transit operating budget in 2011, 2012, and 2013, up to 100 percent of the amounts levied and collected under the right-of-way acquisition loan fund (RALF) program; permitting the council to transfer to its transit operating budget in 2011, 2012, and 2013, up to 100 percent of the amounts levied and collected from the general property tax levy that was originally budgeted for government affairs, public affairs, regional planning, and local planning assistance

ARTICLE 3 - TRANSPORTATION DEVELOPMENT

Modifying certain provisions relating to detailed capital budget submission requirements; creating the trunk highway economic development account for construction, reconstruction, and improvement funding for metropolitan and regional districts; changing the county state-aid highway fund and municipal state-aid street fund estimates time period; allowing license plate payments to include an additional payment for anatomical gifts public information and education; expanding the eligibility for gold star license plates to surviving legal guardians, siblings and children of persons who died while serving honorably in active service; authorizing the department of transportation (DOT) to charge annual special permit fees for motor vehicle transport of waterfront structures on trunk highways; requiring the department of vehicle services to include a $2 donation option for driver's licenses and Minnesota identification cards as part of the application to go towards organ donation educational programs; requiring the department of public safety to amend its administrative rules on driver education by January 1, 2012, to include instruction on carbon monoxide; establishing an anatomical gift account and makes a statutory appropriation from the account from funds provided through optional $2 donations collected as part of driver licensing and vehicle registration; amending the required items on the knowledge test for a drivers license to include carbon monoxide poisoning; requiring the next edition of the drivers manual produced after August 1, 2011, by the department of public safety to include information on carbon monoxide poisoning; expanding the fixed guideway investment and financial plan reporting provisions; clarifying that a legislative report from the department of public safety on revenues generated by the vehicle crimes unit remains in effect, to be submitted February 1, 2015; mandates a one-time legislative report by February 1, 2013, from the department of public safety on the finances of donated funds for organ donation education programs; specifying instructions to the revisor of statutes relating to the drivers manual
