Providing a summary of appropriations; appropriating money to the pollution control agency (PCA) for water, air, land, environmental assistance and cross-media, and the remediation fund, to the department of natural resources (DNR) for land and mineral resource management, ecological and water resources, forest management, parks and trails management, fish and wildlife management, enforcement, and operations support, to the board of soil and water resources (BWSR), to the metropolitan council, conservation corps Minnesota, and the zoological board

ARTICLE 2 - COMMERCE AND CONSUMER PROTECTION FINANCE

Providing a summary of appropriations; appropriating money to the department of commerce for financial institutions examination services, the petroleum tank release cleanup board, certain administrative services, telecommunications, market assurance, the office of energy security, telecommunications access Minnesota and the public utilities commission (PUC); providing for certain transfers of money; requiring the commissioner of commerce to grant money for community energy technical assistance and outreach on renewable energy and energy efficiency

ARTICLE 3 - ENVIRONMENT AND NATURAL RESOURCE TRUST FUND APPROPRIATIONS

Providing a summary of appropriations by fund from the environment and natural resources fund and the state land and water conservation account (LAWCON); defining certain terms; appropriating money for natural resource data and information, land, habitat, and recreation, water resources, aquatic and terrestrial invasive species, renewable energy and air quality, environmental education, emerging issues, and administration and contract management; providing for availability of appropriations; specifying certain data availability requirements; imposing certain project compliance requirements; providing payment conditions and capital equipment expenditures; specifying purchase compliance requirements for recycled and recyclable materials; requiring energy conservation and sustainable building guidelines compliance; requiring accessibility design standards for structural and nonstructural facilities; providing for the carryforward of certain project appropriations; specifying certain easement monitoring and enforcement requirements; making certain appropriation adjustments for metropolitan conservation corridors, habitat conservation partnership, Avon Hills landscape preservation, new models for land-use planning, and the conservation-based development program

ARTICLE 4 - STATUTORY CHANGES
