SF 6 Senate Long Description

Relating to disaster assistance; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature with certain conditions; authorizing the sale of state bonds; providing flood loss aid and property tax relief; making cash flow and other budgetary adjustments; appropriating money for flood and tornado relief

ARTICLE 1 - FLOOD DISASTER RELIEF

Providing a summary of appropriations for flood disaster relief and permitting certain funding transfers; appropriating money to the commissioner of public safety for publicly owned capital improvements projects, to the commissioner of transportation (DOT) for state road infrastructure operations and maintenance and local road and bridge rehabilitation and replacement, to the commissioner of employment and economic development (DEED) for Minnesota investment fund grants, to the public facilities authority for grants; to the house finance agency (HFA) for the economic development and housing challenge program, to the Minnesota historical society for activities, to the commissioner of natural resources (DNR) for facility damage, flood hazard mitigation grants, flood response and recovery, dams renovation and removal, and grant extensions, to the board of water and soil resources (BWSR) for reinvest in Minnesota (RIM) conservation easements, the erosion, sediment and water quality control cost-share program, grant extensions, and flood areas, to the commissioner of agriculture for relief activities, to the commissioner of education for additional costs and loss of pupil units, disaster enrollment impact aid, relief facilities and operating grants, and pupil transportation aid, to the commissioner of health for relief activities, to the commissioner of the pollution control agency (PCA) for relief activities, and to the commissioner of management and budget for bond sale expenses; modifying a certain prior appropriation for state road construction; authorizing and providing for bond sales; authorizing 2010 flood loss city replacement aid; waiving property tax penalties for business and damaged properties in designated disaster or emergency area; providing agriculture homestead property extensions; and waiving certain abatement and credit applications

ARTICLE 2 - WADENA TORNADO

Providing a summary of appropriations for tornado, storms, and flood disaster relief and permitting certain funding transfers; appropriating money to the commissioner of public safety for federal disaster assistance to state agencies and eligible applicants, to the commissioner of employment and economic development (DEED) for a grant to the city of Wadena for public facilities, to the commissioner of education for operating expenses, additional costs in the area, disaster relief operating grants, and pupil transportation aid grants; and authorizing the sale and issuance of state bonds

ARTICLE 3 - CASH FLOW AND BUDGET RESERVE

Adjusting certain health and human services appropriations; specifying certain contingent reduction and cash flow requirements; balance carry forward requirement; repealing certain prior appropriations
