1.1A bill for an act 1.2relating to public health; requiring the commissioner of health to research and 1.3report on autism; requiring the Department of Human Services to train autism 1.4service providers; requiring notification of autism service options for medical 1.5assistance and MinnesotaCare recipients. 1.6BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7    Section 1. new text begin AUTISM RESEARCH AND REPORT. new text end 1.8 new text begin The Department of Health shall study the prevalence and prevention of autism in new text end 1.9 new text begin Somali communities in Minnesota. They shall review and analyze the magnitude and new text end 1.10 new text begin incidence of autism-related health disparities according to age, location, potential or known new text end 1.11 new text begin toxic environmental exposures, housing conditions, poverty, nutritional factors, health new text end 1.12 new text begin care access including prescribed medical treatments, the occupational and residential new text end 1.13 new text begin history of the children's parents, and the children's current residence. The Department of new text end 1.14 new text begin Health shall report results of their analysis and recommendations to the Public Health and new text end 1.15 new text begin Health and Human Services Committee chairs in the house of representatives and senate. new text end 1.16    Sec. 2. new text begin AUTISM NOTIFICATION. new text end 1.17 new text begin The commissioner of human services shall develop an informational notice for new text end 1.18 new text begin parents of children with autism who are enrolled in medical assistance or MinnesotaCare new text end 1.19 new text begin to inform them that their children may qualify to receive services on a fee-for-service basis new text end 1.20 new text begin instead of through a managed care organization, explain the process of disenrolling from new text end 1.21 new text begin managed care, and inform them that fee-for-service coverage may provide access to an new text end 1.22 new text begin expanded set of providers. The commissioner shall make the informational notice available new text end 1.23 new text begin on the department's public Web site and include a copy of the notice in the next scheduled new text end 2.1 new text begin mailing to enrolled children. The commissioner shall make language translations of the new text end 2.2 new text begin notice available on the Web site and in the mailing to the enrolled children. new text end 2.3    Sec. 3. new text begin TRAINING OF AUTISM SERVICE PROVIDERS. new text end 2.4 new text begin The Departments of Health and Human Services shall ensure that the departments' new text end 2.5 new text begin autism-related service providers receive training in culturally appropriate approaches new text end 2.6 new text begin to the Somali, Latino, Hmong, Indigenous American Indian, and other cultural groups new text end 2.7 new text begin experiencing a disproportionate incidence of autism. new text end
