ARTICLE 1 - MINNESOTA STADIUM AUTHORITY
Providing for the construction, financing, and long-term use of a stadium primarily as a venue for professional football; defining certain terms; establishing the Minnesota stadium authority; specifying membership, powers and duties of the authority; authorizing the stadium authority to issue a request for proposals for political subdivisions to be selected to finance and construct a stadium; specifying certain criteria and conditions for developing the stadium and entering into related contracts; empowering the authority to impose sports memorabilia, rental car, and lodging taxes to provide financing for the acquisition, construction, improvement and operation of the stadium and certain other sports facilities; specifying role of municipalities; specifying stadium property as property tax exempt and subject to special assessments; specifying certain city requirements; prohibiting local sales tax on stadium site; providing for the transfer of assets and liabilities from the metropolitan sports facilities commission to the Minnesota stadium authority; authorizing the Minnesota lottery to conduct a stadium themed game with revenues deposited into the stadium account

Exempting certain materials and supplies used in constructing the stadium from the sales tax; authorizing a stadium or football themed lottery game to be developed and the proceeds be deposited in the stadium account; defining certain terms; authorizing the metropolitan council to authorize the sale and issuance of bonds to provide funds for a football stadium; specifying certain criteria and conditions for involved parties entering into stadium related contracts
