Relating to government finance

ARTICLE 1 - HEALTH CARE SERVICES

Modifying certain provisions relating to the inpatient hospital payment system, medical assistance for needy persons, general assistance medical care and MinnesotaCare; repealing provisions relating to Greater Minnesota payment adjustments after June 30, 2001 and home care therapies

ARTICLE 2 - CONTINUING CARE

Modifying certain provisions relating to medicaid waiver for elderly services, payment procedures for certain individuals on medical assistance in nursing and ICF/MR facilities; modifying certain cost of living adjustment (COLA) compensation requirements for nursing facilities, long term care facilities and ICF/MR facilities; adjusting provisions relating to certain grants and provider rates

ARTICLE 3 - CHILDREN AND FAMILY SERVICES

Modifying certain provisions relating to child care programs; modifying certain eligibility requirements for families on general assistance (GA); establishing a temporary short-term aid program to provide temporary assistance to certain individuals and families; modifying certain group home eligibility provisions; modifying certain provisions relating to the Minnesota Family Investment Program (MFIP); modifying certain parentage and marriage license provisions; repealing provisions relating to Minnesota healthy marriage and responsible fatherhood initiative, child support incentives, emergency need assistance emergency supplemental aid and certain rules

ARTICLE 4 - DEPARTMENT OF HEALTH

Modifying certain provisions relating to health care cost containment, donated dental services provisions and youth camp fees; modifying distribution of cigarette tax money and certain fees relating to manufactured home parks and recreational camping areas; repealing certain provisions relating to expenditure reporting, data collection and processing procedures, prescription drug price disclosure and cost containment data collected from providers

ARTICLE 5 - E-HEALTH TECHNOLOGY

Establishing a health information exchange; defining certain terms; instructing the commissioner of health to establish a health information exchange oversight board; requiring health information exchange services to apply for a certificate of authority; specifying guidelines relating to reciprocal agreements made between health information exchange entities; specifying commissioner's enforcement authority over health information exchange service providers; specifying assessment of certain fees to health information exchange service providers

ARTICLE 6 - HEALTH AND HUMAN SERVICES APPROPRIATIONS

Providing for appropriations and appropriation reductions to the commissioner of human services for agency management and financial operations, children and economic assistance grants, children and economic assistance management; basic health care grants; health care management, continuing care grants, continuing care management, specifying certain contingent appropriations reductions; providing for appropriations and reductions to the commissioner of health for community and family health purposes; providing for appropriations and reductions to certain health related boards including the boards of chiropractic examiners, dentistry, dietetic and nutrition practice, marriage and family therapy, medical practice, nursing, nursing home administrators, optometry, pharmacy, physical therapy, podiatry, psychology, social work, veterinary medicine and behavioral health and therapy; providing for appropriations and reductions to the emergency medical services board, council on disability, ombudsman for mental health and developmental disabilities, and the ombudsperson for families; modifying certain existing health and human services laws; specifying certain modifications to ensure the extension of enhanced federal medical assistance percentage (FMAP)
