ARTICLE 1 - LICENSING

Authorizing the commissioners of health and human services to authorize the consolidation and relocation of nursing facility beds to a new site in Goodhue county and to integrate services with other community based programs and services under a communities for a lifetime pilot program and comprehensive plan to create innovative responses to the aging population; modifying licensure exclusion and commissioner of human services (DHS) right of access; allowing programs to operate upon suspension or revocation if under appeal; prohibiting license issue or reissue under established tribal licensing authority; modifying temporary provisional licenses; defining reasonable cause; requiring child care centers to develop a risk reduction plan modifying child foster care provider training, death or serious injury reporting requirements, serious maltreatment, background studies initiated by others recordkeeping and data classification; defining the term nonmaltreatment mistake; requiring the commissioners of human services and commerce to submit consumer satisfaction reports to the governor and the legislature
