1.1A bill for an act 1.2relating to economic development; providing for the development of a virtual 1.3assistance network for Minnesota entrepreneurs;proposing coding for new law 1.4in Minnesota Statutes, chapter 116J. 1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6    Section 1. new text begin [116J.6581] MINNESOTA ENTREPRENEUR RESOURCE VIRTUAL new text end 1.7new text begin NETWORK (MERVN).new text end 1.8new text begin (a) The commissioner shall seek sufficient private sector funding for the Office of new text end 1.9new text begin Entrepreneurship and Small Business Development (OESBD) to develop, maintain, and new text end 1.10new text begin market a virtual network to provide seamless access to statewide resources and expertise new text end 1.11new text begin for entrepreneurs and existing businesses using private sector funding. Private sector new text end 1.12new text begin funding must be for general support of the virtual network and must not be used to sponsor new text end 1.13new text begin specific portions of the network. The network must connect Minnesota entrepreneurs to new text end 1.14new text begin available state and nonstate supported services and technical assistance. In developing and new text end 1.15new text begin maintaining the network, OESBD must ensure that all listed resources meet established new text end 1.16new text begin standards. The goal of the network is to assist in the creation of new Minnesota ventures, new text end 1.17new text begin the growth of existing businesses, and the ability of Minnesota entrepreneurs to compete new text end 1.18new text begin globally. To the greatest extent possible, the network should be built on and linked to new text end 1.19new text begin existing resources designed to make business assistance resources more accessible to new text end 1.20new text begin Minnesota business.new text end 1.21new text begin (b) Any portion of the network that involves state information systems or state new text end 1.22new text begin Web sites is subject to the authority of the Office of Enterprise Technology in chapter new text end 1.23new text begin 16E, including, but not limited to:new text end 1.24new text begin (1) evaluation and approval as specified in section 16E.03, subdivisions 3 and 4;new text end 2.1new text begin (2) review to ensure compliance with security policies, guidelines, and standards as new text end 2.2new text begin specified in section 16E.03, subdivision 7; andnew text end 2.3new text begin (3) assurance of compliance with accessibility standards developed under section new text end 2.4new text begin 16E.03, subdivision 9.new text end 2.5new text begin EFFECTIVE DATE.new text end new text begin This section is effective the day following final enactment.new text end 2.6    Sec. 2. new text begin REPORT.new text end 2.7new text begin By September 30, 2010, the commissioner must report to the chairs and ranking new text end 2.8new text begin minority members of the senate and house of representatives committees with jurisdiction new text end 2.9new text begin over economic development and state government finance on the department's plans new text end 2.10new text begin and progress towards the development of the network under Minnesota Statutes, section new text end 2.11new text begin 116J.6581.new text end
