ARTICLE 1 - EMPLOYMENT AND ECONOMIC DEVELOPMENT

Modifying the definition of green economy to include the concept of green
chemistry; creating a fast-action economic response team to contract and work with certain businesses; expanding the Minnesota investment fund; expanding the military reservist economic injury loans program to qualifying veteran-owned small businesses; requiring the workforce development council to provide the commissioner of employment and economic development (DEED) and the legislature with economic development recommendations; requiring DEED staffing for the council, commissioner developed funding formula recommendations and workforce program outcomes assessment standards; "Minnesota Science and Technology Authority Act"; establishing and providing for the Minnesota science and technology authority; requiring the Minnesota state colleges and universities (MnSCU) board of trustees to identify colleges offering flexible academic programs for laid off workers; modifying public records and continuing education records accessibility under human rights provisions and limiting penalties; requiring amendments to a municipal plan for affordable housing to be approved by a simple majority of governing body; defining affordable housing development; extending county economic development service provider to townships; requiring negotiations to take place after joint powers agreements affect the rights of employees covered by certain collective bargaining agreements; appropriating money to the mountain iron economic development authority for renewable energy projects; requiring a report on at-risk businesses; providing for a comparative study of state laws affecting small business start-ups in Wisconsin, Iowa, North Dakota, South Dakota and Minnesota; specifying DEED customer service at workforce centers; requiring a council legislative report; requiring DEED to study block grant funding and report to the legislature; requiring the university of Minnesota Carlson school of management to study the division of state depository accounts and the general fund revenue account; appropriating money for the science and technology authority and to the legislative coordinating commission for a comparative study; reducing a DEED appropriation; setting aside money from a prior DEED appropriation for a Minneapolis park and recreation board grant for cleanup; requiring the commissioner of Minnesota management and budget (MMB) to transfer certain remaining balances; repealing the office of science and technology

ARTICLE 2 - UNEMPLOYMENT INSURANCE

Modifying definitions, noncovered employment, suitable employment, actively seeking employment, quit, discharge and employment misconduct; defining staffing service; requiring prominently displayed telephone numbers; modifying unemployment insurance law judge salary; modifying the employer base tax rate under conditions of negative balance and federal borrowing to pay benefits, the tax rate computation for new taxpaying employer in high experience rating industries, the tax rate buydown application, the effective date for state and political subdivision election to be taxpaying employers and benefit account requirements; adding a condition for administrative penalties; providing for a special state extended unemployment insurance program; specifying certain leave of absence; providing for special state extended unemployment insurance program; modifying certain second benefit account benefits; specifying vacation pay and unemployment benefits for certain Hibbing employer; revisor instruction

ARTICLE 3 - LABOR STANDARDS AND WAGES; LICENSING AND FEES

Protecting customers from injuries resulting from use of inflatable play equipment used for commercial purposes; prescribing safety standard compliance; requiring trained supervisor to be in proximity of commercially used inflatable, owner of inflatable to maintain liability insurance for death and injury and for medical payments and owner registration and commissioner of labor and industry enforcement; specifying waiver of liability limitation and voidability; modifying certain licensing and fee provisions; defining certain terms; authorizing certain licensing examinations; modifying the application, renewal and reinstatement of certain licenses; prohibiting the transfer of certain licenses; authorizing continuing education requirements for license renewal; modifying certain licensing exemptions; modifying municipal enforcement provisions of
state building code and enforcement of requirements for persons with disabilities; modifying manufactured home building code requirements; requiring the plumbing board to have expedited rulemaking authority regarding water-free urinals; repealing construction codes and licensing provisions, manufactured home code compliance exception, in park sales application information, safety feature disclosure form and compliance with home safety features

ARTICLE 4 - MINNESOTA S.A.F.E. MORTGAGE LICENSING ACT OF 2010

"Minnesota Secure and Fair Enforcement for Mortgage Licensing Act of 2010" or "Minnesota S.A.F.E. Mortgage Licensing Act of 2010"; providing for the licensing and regulation of an individual engaged in the business of a mortgage loan origination or the mortgage loan business

ARTICLE 5 - CONFORMING AND TRANSITIONAL PROVISIONS RELATING TO MINNESOTA STATUTES, CHAPTER 58

Providing conforming and transitional statutory changes; requiring a surety bond for residential mortgage originators; modifying fees and renewal dates and fees; repealing an education and testing requirement

ARTICLE 6 - COMMERCE

Providing conforming and transitional statutory changes; requiring a surety bond for residential mortgage originators; modifying fees and renewal dates and fees; authorizing an assessment; providing for the licensing and regulation of an individual engaged in the business of a mortgage loan origination or the mortgage loan business; regulating the sale and termination of portable electronics insurance; modifying the real estate appraiser advisory board membership, meetings, enforcement reports and powers; "Minnesota Appraisal Management Company Licensing and Regulation Act"; providing for licensing and regulation of appraisal management companies; defining certain terms; providing for licensing, term of license, license renewal requirements, exemptions, consent to service of process, licensing fees, investigations and subpoenas, employee requirements, company limitations, pre-engagement certification, adherence to standards and recordkeeping requirements, appraiser fee schedule disclosures, appraiser independence and prohibitions, adjudication of disputes between an appraisal management company and an independent appraiser and the denial, suspension or revocation of licenses; authorizing petroleum tank fund proceeds to be used to purchase property contaminated due to a release; regulating cadmium in children's jewelry; providing for enforcement by the attorney general; authorizing an assessment for mortgage licensing; appropriating money to the commissioner of commerce; repealing an education and testing requirement

ARTICLE 7 - IRON RANGE RESOURCES

Allocating certain special fund distributions to St. Louis county acting as fiscal agent, requiring an allocation to Virginia regional medical center; requiring the producer grant and loan fund grant agreement to remain in effect until project completion; repealing 2010 distributions
