health and developmental screening, development screening program information and federal, state and local requirements; modifying the membership and duties of the state advisory council on early childhood education and care; requiring recommendations on the creation and implementation of a statewide school readiness report card; modifying school readiness, program fees, program requirements and eligibility criteria and the use of general education revenue for school readiness programs

Modifying certain verification factors and eligibility requirements regarding child care assistance programs; appropriating money to the commissioner of human services to provide statewide childcare provider training, coaching, consultation and support to prepare for the voluntary quality rating system; requiring the commissioner to implement changes relating to child care assistance redetermination of eligibility and information verification
