2E Relating to government finance; appropriating and transferring money and supplementing or reducing appropriations for the departments of health, human services, veterans affairs, corrections and commerce, health-related boards, the emergency medical services board and the university of Minnesota; establishing, regulating or modifying certain department of human services health care services programs, continuing care services, children and family services and department of health provisions

ARTICLE 1 - HEALTH CARE

Modifying certain state health care, medical assistance (MA) for needy persons and MinnesotaCare program provisions administered by the department of human services; modifying certain provider charges and payment rates, MA eligibility requirements, covered services and MA co-payments; authorizing certain care coordination payment system qualification efforts; developing a health care delivery systems demonstration project; modifying prepaid health plans, physician and dental reimbursements, and reimbursement for basic care services; modifying certain MinnesotaCare covered health services and managed care provisions; clarifying the asthma medical assistance demonstration project; extending the state subsidy for COBRA federal subsidy eligibility; modifying COBRA subsidies; specifying certain duties of the commissioner; repealing the general assistance medical care (GAMC) program

ARTICLE 2 - CONTINUING CARE

Modifying certain housing with services establishments provisions; modifying license surcharges for nursing homes and intermediate care facilities for persons with mental retardation (ICF/MR); modifying the personal care assistance program and certain long-term care consultation services requirements; modifying certain provisions relating to medicaid waivers for elderly services and home and community-based service waivers for disabled; modifying the value-based nursing facility reimbursement system; increasing certain ICF/MR payment rates; and ceasing the Minnesota disability health options (MnDHO) program

ARTICLE 4 - DEPARTMENT OF HEALTH

Specifying certain health maintenance organization (HMO) reporting duties; establishing the advisory group on administrative expenses; specifying certain academic health center education funding requirements; establishing an additional surcharge for certified birth records; transferring responsibility for the comprehensive advanced life support educational program; clarifying certain food and beverage fees for youth camps; clarifying certain fees for manufactured home parks and recreational camping areas; providing for reporting requirements for health plans and county based purchasing plans

ARTICLE 5 - GENERAL ASSISTANCE MEDICAL CARE AMENDMENTS

Clarifying and modifying certain general assistance medical care (GAMC) program provisions; updating certain language and removing references; providing a special revenue fund transfer; modifying certain funding provisions
