1.1A bill for an act 1.2relating to agriculture; requiring a terminal storage capacity study; appropriating 1.3money. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin TERMINAL STORAGE CAPACITY STUDY.new text end 1.6new text begin No later than February 1, 2011, the commissioner of agriculture, in consultation with new text end 1.7new text begin the commissioner of commerce, shall submit a report containing the following information new text end 1.8new text begin to the chairs and ranking minority members of the senate and house of representatives new text end 1.9new text begin committees with primary jurisdiction over energy policy and agricultural finance:new text end 1.10new text begin (1) the storage capacity for propane and anhydrous ammonia in terminals in this new text end 1.11new text begin state and within 100 miles of the state's borders;new text end 1.12new text begin (2) a projection of total agricultural demand for propane and anhydrous ammonia new text end 1.13new text begin in this state in 2020; and new text end 1.14new text begin (3) an evaluation of whether transportation systems and storage capacity will be new text end 1.15new text begin adequate to meet the demands projected in clause (2) and options for actions the state may new text end 1.16new text begin take to insure that projected demand is met efficiently and economically.new text end 1.17    Sec. 2. new text begin APPROPRIATION.new text end 1.18new text begin $40,000 is appropriated in fiscal year 2011 to the commissioner of agriculture from new text end 1.19new text begin the liquefied petroleum gas account established in Minnesota Statutes, section 239.785, new text end 1.20new text begin for the study required in section 1. This is a onetime appropriation. If this appropriation new text end 1.21new text begin is enacted more than once in the 2010 legislative session, the appropriation shall be new text end 1.22new text begin effective only once.new text end
