1.1A bill for an act 1.2relating to business development; providing for a comparative study of state laws 1.3affecting small business start-ups in Minnesota and Wisconsin. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin COMPARATIVE STUDY OF STATE REGULATION AFFECTING new text end 1.6 new text begin SMALL BUSINESS START-UPS. new text end 1.7 new text begin (a) The Legislative Coordinating Commission must apply to the University of new text end 1.8 new text begin Minnesota Carlson School of Business or another grant-making organization for a grant to new text end 1.9 new text begin fund or conduct a comparative study of the effects of state regulation on the cost and delay new text end 1.10 new text begin required to start a typical small business in Minnesota and Wisconsin. new text end 1.11 new text begin (b) The study must examine the typical cost and delay required by state regulation in new text end 1.12 new text begin the two states to start a typical small services business, small retail business, and small new text end 1.13 new text begin manufacturing business. Within each of those three categories, the study must choose a new text end 1.14 new text begin specific type of business and follow the start-up process in the two states from beginning new text end 1.15 new text begin to end, including formation, financing, licensing, permits, reporting requirements, new text end 1.16 new text begin employment laws, and state and local taxes. The study must result in a written report new text end 1.17 new text begin submitted to the Legislative Coordinating Commission no later than December 1, 2011. new text end 1.18 new text begin (c) The Legislative Coordinating Commission shall request proposals and choose new text end 1.19 new text begin the recipient of the grant from among higher education institutions that have a graduate new text end 1.20 new text begin program in business, business administration, or a similar field. The Legislative new text end 1.21 new text begin Coordinating Commission shall periodically monitor the recipient's progress on the study new text end 1.22 new text begin and written report. The Legislative Coordinating Commission shall submit the written new text end 1.23 new text begin report as a report to the legislature in compliance with Minnesota Statutes, sections 3.195 new text end 1.24 new text begin and 3.197. new text end
