1.1A bill for an act 1.2relating to state government; establishing a collaborative governance council; 1.3requiring reports;proposing coding for new law in Minnesota Statutes, chapter 6. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin [6.81] COLLABORATIVE GOVERNANCE COUNCIL.new text end 1.6    new text begin Subdivision 1.new text end new text begin Establishment; membership.new text end new text begin (a) A collaborative governance new text end 1.7new text begin council is established and shall include major statewide governmental entities and new text end 1.8new text begin nongovernmental statewide organizations as provided in this subdivision. The 12-member new text end 1.9new text begin council consists of the state auditor and one member appointed by and serving at the new text end 1.10new text begin pleasure of each of the following:new text end 1.11new text begin (1) League of Minnesota Cities;new text end 1.12new text begin (2) Minnesota Association of Townships;new text end 1.13new text begin (3) Association of Minnesota Counties;new text end 1.14new text begin (4) Minnesota School Board Association;new text end 1.15new text begin (5) American Federation of State, County, and Municipal Employees;new text end 1.16new text begin (6) Education Minnesota; new text end 1.17new text begin (7) Service Employees International Union;new text end 1.18new text begin (8) a senator appointed by the majority leader of the senate;new text end 1.19new text begin (9) a senator appointed by the minority leader of the senate;new text end 1.20new text begin (10) a member of the house of representatives appointed by the speaker of the new text end 1.21new text begin house; andnew text end 1.22new text begin (11) a member of the house of representatives appointed by the house minority new text end 1.23new text begin leader.new text end 2.1new text begin The appointing authorities under this section shall complete their initial appointments new text end 2.2new text begin no later than July 1, 2010.new text end 2.3new text begin (b) Council members shall be represented by the designated appointee of each new text end 2.4new text begin respective organization. The council shall seek input from nonmember organizations new text end 2.5new text begin whose expertise can help inform the council's work.new text end 2.6new text begin (c) In conjunction with the auditor's duties to recommend best practices for delivery new text end 2.7new text begin of local government service, the state auditor shall serve as chair of the council and shall new text end 2.8new text begin convene the first meeting by July 31, 2010. The council must meet at least quarterly.new text end 2.9new text begin (d) Members do not receive compensation or reimbursement of expenses from the new text end 2.10new text begin council for service on the council.new text end 2.11    new text begin Subd. 2.new text end new text begin Powers and duties; report.new text end new text begin (a) The council shall develop new text end 2.12new text begin recommendations to the governor and the legislature designed to increase collaboration new text end 2.13new text begin in government. These recommendations may include, but are not limited to, strategies, new text end 2.14new text begin policies, or other actions focused on the:new text end 2.15new text begin (1) review of statutes, laws, and rules that slow collaboration efforts;new text end 2.16new text begin (2) use of collaboration to improve the delivery of governmental services;new text end 2.17new text begin (3) use of technology to connect entities and share information, including broadband new text end 2.18new text begin access;new text end 2.19new text begin (4) modernization of financial transactions and their oversight by facilitating credit new text end 2.20new text begin and debit card transactions, electronic funds, transfers, and electronic data interchange; andnew text end 2.21new text begin (5) creation of model forms for joint power agreements.new text end 2.22new text begin (b) By February 1 of each year, the council shall submit its recommendations, new text end 2.23new text begin including any draft legislation necessary to implement its recommendations, to the new text end 2.24new text begin governor and to the chairs and ranking members of the legislative committees and new text end 2.25new text begin divisions with jurisdiction over state and local government policy and finance and early new text end 2.26new text begin childhood through grade 12 education policy and finance. new text end 2.27    new text begin Subd. 3.new text end new text begin Expiration.new text end new text begin This section expires June 30, 2015.new text end 2.28new text begin EFFECTIVE DATE.new text end new text begin This section is effective June 1, 2010.new text end
