1.1A bill for an act 1.2relating to economic development; creating an entrepreneur resource virtual 1.3network; requiring a report. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin MINNESOTA ENTREPRENEUR RESOURCE VIRTUAL NETWORK new text end 1.6 new text begin (MERVN). new text end 1.7 new text begin (a) The Office of Entrepreneurship and Small Business Development (OESBD) in new text end 1.8 new text begin the Department of Employment and Economic Development must develop, maintain, and new text end 1.9 new text begin market a virtual network to provide seamless access to statewide resources and expertise new text end 1.10 new text begin for entrepreneurs and existing businesses using private sector funding. The network must new text end 1.11 new text begin connect Minnesota entrepreneurs to available state and nonstate supported services and new text end 1.12 new text begin technical assistance. In developing and maintaining the network, OESBD must ensure that new text end 1.13 new text begin all listed resources meet established standards. The goal of the network is to assist in the new text end 1.14 new text begin creation of new Minnesota ventures, the growth of existing businesses, and the ability new text end 1.15 new text begin of Minnesota entrepreneurs to compete globally. To the greatest extent possible, the new text end 1.16 new text begin network should be built on and linked to existing resources designed to make business new text end 1.17 new text begin assistance resources more accessible to Minnesota business. The commissioner of new text end 1.18 new text begin employment and economic development shall seek sufficient private sector funding to new text end 1.19 new text begin develop and maintain the network. new text end 1.20 new text begin (b) By September 30, 2010, the commissioner must report to the chairs and the lead new text end 1.21 new text begin minority members of the committees of the legislature with responsibility for economic new text end 1.22 new text begin development on the department's plans and progress towards the development of the new text end 1.23 new text begin network under this section. new text end 2.1 new text begin EFFECTIVE DATE. new text end new text begin This section is effective the day following final enactment. new text end
