1.1A bill for an act 1.2relating to higher education; requiring the Board of Trustees of the Minnesota 1.3State Colleges and Universities to study technical education credentials. 1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5    Section 1. new text begin STUDY OF CERTIFICATES AND DIPLOMAS; EDUCATIONAL new text end 1.6 new text begin CAREER PATH. new text end 1.7 new text begin The Board of Trustees of the Minnesota State Colleges and Universities, in new text end 1.8 new text begin conjunction with the Minnesota Chamber of Commerce, representatives of industry new text end 1.9 new text begin groups, and labor unions, shall study the program requirements for certificates and new text end 1.10 new text begin diplomas awarded by the Minnesota State Colleges and Universities to determine the new text end 1.11 new text begin feasibility of designing technical education programs to allow students to have more new text end 1.12 new text begin opportunities to earn credentials with lower credit requirements that could be combined new text end 1.13 new text begin into higher level certificates or diplomas. The study must consult with business and new text end 1.14 new text begin industry representatives as well as labor unions and faculty on the types of credentials that new text end 1.15 new text begin would be recognized for employment purposes. In addition, the study must address the new text end 1.16 new text begin feasibility of increasing the capacity to accumulate credentials in related programs into new text end 1.17 new text begin an educational career path leading to a diploma or degree. The study must also address new text end 1.18 new text begin the need for workers in other fields and take into account other job training programs new text end 1.19 new text begin provided by labor unions and business. new text end 1.20 new text begin The board must report the study findings to the committees of the legislature with new text end 1.21 new text begin responsibility for postsecondary education finance by February 15, 2011. new text end
