2E Relating to public safety; modifying criminal justice information systems (CJIS) provisions relating to organizational changes in the bureau of criminal
apprehension (BCA); classifying contact information data provided by a citizen requesting a crime alert as private data; authorizing the state, MnSCU, University of Minnesota and cities to adopt a program requiring the employment of a certain number of low-income residents under certain conditions; specifying a retention period for methamphetamine precursor drugs written or electronic documents maintained by retailers; specifying law enforcement inspection availability requirements; limiting admission of criminal history evidence in actions against private employers, exceptions; expanding the authority of the Minnesota racing commission to issue certain horse racing occupational licenses under certain conditions regulating evidence of rehabilitation determinations; authorizing courts to order an aggravated sentence based on aggravating factors that are not an element of the conviction being sentenced and defining aggravating factors; clarifying authority of apprehension and detention orders outside county issuing order; changing the financial crimes oversight council to an advisory board; making certain conforming amendments; modifying membership requirements; expanding duties of commissioner of public safety; prohibiting public employers consideration of the criminal record or history of a job applicant during the public employment hiring process; exception; clarifying authority of peace officers and probation officers apprehension and detention orders outside a community corrections agency (CCA) county issuing the order; designating the statewide radio board as Minnesota's state interoperability executive committee, specifying duties, modifying the statewide shared radio and communication system project plan by requiring an interoperability committee to make recommendations; allowing the fourth judicial district (Hennepin county) to determine court misdemeanor violations bureaus locations; repealing a Hennepin county provision regarding Bloomington court relocation; authorizing courts to include pets and companion animals in protective orders under the domestic abuse act; expanding the definition of criminal sexual contact to include certain intentional touching; prohibiting the use of electronic devices to sexually solicit children; expanding the crime of trespassing to prohibit entry into public or private areas cordoned off by peace officers (police); requiring law enforcement agency crime alert distributions to be in a format accessible to persons with disabilities; permitting all judicial districts to create domestic fatality review teams, prescribing membership, duties, data privacy, immunity and reporting; clarifying peace officer standards and training board (POST) duties, requiring the board to adopt rules regarding postsecondary professional peace officer school certification, continuing education and educational learning objectives; prescribing misdemeanor and gross misdemeanor penalties for peace officers knowingly permitting non-officer persons to impersonate or make false presentations as peace officers; modifying the statute of limitations for certain criminal sexual conduct; authorizing a peace officer or part-time peace officer to arrest a person who escapes from custody on an allegation or adjudication of a delinquent act; expanding the time frame for which a law enforcement officer (peace or police officer) can arrest a person for domestic abuse without a warrant; providing a financial crimes task force transition; authorizing and providing for cities to establish license reinstatement diversion pilot programs for holders of class D drivers licenses charged with driving after license suspension or revocation and not yet entering a plea, specifying eligibility conditions for diversion program and Duluth, St. Paul, South St. Paul, West St. Paul and Inver Grove Heights as eligible to establish diversion pilot programs within each city; allowing contracts with third parties, specifying considerations for diversion, program components and participation termination, requiring commissioner of public safety and participating cities to report to the legislature, providing a sunset;
