2E Relating to human services

ARTICLE 1 - HUMAN SERVICES

Exempting certain group residential facilities licensed by commissioner of human services from department of health food, beverage and lodging establishment regulations; modifying department of human services day treatment time block requirements and removing the requirement for children's day treatment services inclusion as an integrated set of education, therapy and family interventions and removing an availability requirement; modifying the time period requirement for emergency admission level of care determination for inpatient residential treatment screening; requiring county payment for Minnesota family investment program (MFIP) and public assistance recipients cremation under certain conditions; removing a medical assistance (MA) requirement for provider entity certification for noncounty entities; clarifying the MA provider entity review and update requirement; removing certain mental health practitioner MA reimbursement requirements; modifying MA children's therapeutic service delivery criteria for day treatment programs; eliminating the requirement for family services collaborative to continue base level of expenditures for families and children from other states, federal, county or other funding sources; modifying the child protection caseworker definition; removing the requirement for commissioner to revise certain rules relating to family and group foster care and requiring commissioner of human services (DHS) to relieve foster care providers of certain requirements

ARTICLE 2 - HEALTH CARE

Requiring commissioner of health to accept independent audits; modifying nursing homes requirements for incontinent residents and specifying regulations for changing positions of nursing home residents unable to change positions and allowing comprehensive assessment and care plan governance; defining medication reminder; modifying standards for supervision of home care services; providing for home health aide qualifications; providing for day training and habilitation or supported employment services programs, providing for programs with three-year accreditation, providing for investigations of alleged maltreatment of minors or vulnerable adults, requiring commissioner to submit a request to commission of rehabilitation facilities to expand accreditation survey; modifying health care student information provided by school districts and charter schools and human services department health care programs outreach renewal notice requirements; allowing municipalities to provide employee and dependent health benefits through negotiated contributions to self-funded multiemployer health and welfare funds
