Appropriating money in fiscal year 2010 to the metropolitan council to update the joint master plan for the Phalen-Keller Lakes regional park by Ramsey county and St. Paul and to enhance the outdoor recreational opportunities of the park system; including Gervais, Keller, Kohlman, Phalen, Round and Spoon Lakes of the Ramsey county chain of lakes in the master plan; specifying certain master plan requirements; requiring report to the legislature by a certain date
