authorizing the issuance of state bonds for a flood hazard mitigation grant to
the city of Roseau for the state share of land acquisition, relocation and bridge construction costs for the U.S. army corps of engineers east diversion flood control project to protect the city from recurring flooding and for certain local shares of the project costs
