Relating to human services; establishing a single dental administrator to administer dental services for recipients of medical assistance (MA), general assistance medical care (GAMC) and MinnesotaCare; requiring the commissioner to implement a fee-for-service system for the delivery of dental services or contract with a single entity to administer the delivery of dental services; specifying contract proposal request requirements; establishing an advisory committee to assist in the development and maintenance of the program; authorizing an appeal process; regulating contractor information requirements, other permitted contracts, recipient costs, financial accountability requirements, quality improvement evaluation requirements, third-party liability responsibilities and certain data privacy requirements; specifying certain service delivery prohibitions by demonstration providers; repealing a certain provisions relating to prospective payment of dental services and the dental services demonstration project
