Relating to retirement; authorizing the consolidation of the Minneapolis employees retirement fund (MERF) with the general employees retirement plan of the public employees retirement association (PERA), specifying certain requirements and restrictions; clarifying and revising certain provisions under PERA; making certain conforming amendments to certain other statutory provisions; redefining certain terms; adjusting contribution requirements and requiring certain special former MERF employer contributions; modifying retirement annuity upon termination of membership age and allowable service requirements; allowing an alternative retirement annuity formula in certain cases; prohibiting former MERF members from receiving an early retirement annuity under certain conditions; modifying survivor and disability benefits; modifying certain requirements for reemployment of annuitant; providing for consolidation of MERF and specifying an effective date, providing for transfer of title to assets to the state board of investment; modifying certain existing metropolitan sanitary districts and joint sewer boards retirement options; modifying certain metropolitan airports commission (MAC) retirement provisions; providing for transfer of MERF employees and employment preference; specifying certain reference and other change instructions to the revisor of statutes; repealing certain retirement provisions relating to MERF
