Regulating self-insurance pools providing health insurance coverage to school district employees in service cooperatives; requiring the commissioner of commerce to report to the legislature detailing insurance pool financial solvency and compliance; requiring recommendations and service cooperatives to solicit bids from multiple providers of insurance or third-party administrators service; prohibiting certain practices; requiring premium income use for insurance coverage costs and claims payment, annual audit, proposed renewal premiums or premium equivalents within a certain time of renewal dates and reserves upon termination to be used for health insurance benefits
