5E Relating to the environment; expanding wetlands public value determination to include carbon sequestration; requiring the environmental quality board (EQB) to make grants under the sensible communities grant program, specifying program goals; prohibiting commissioner of education from issuing unfavorable review and comment for school facilities based on proposed school site acreage, authorizing school boards to decide to renovate an existing school or to build a new school facility; requiring facility construction proposals to include pedestrian, bicycle, transit and park connections; requiring commissioner of transportation (DOT) to implement and facilitate motor vehicle miles traveled reductions; requiring metropolitan government to include greenhouse gas reduction in the comprehensive development guide; requiring the metropolitan council to adopt a policy statement supporting reducing vehicle miles traveled; including vehicle miles traveled reduction in livable communities criteria and guidelines; requiring local governments to establish the vehicle miles traveled under existing comprehensive plans, requiring revision, council review and specifying a local comprehensive plan continuing obligation; providing for new metropolitan system statement reporting periods; providing for the transfer of money to board of regents of the university of Minnesota center for transportation studies (CTS) to identify best strategies for vehicle miles traveled and carbon emission reductions, to local units of government and to commissioner of administration to fund a sensible communities competitive grant program
