Providing a Minnesota family investment program (MFIP) time extension for benefits to eligible assistance units; modifying the unemployment compensation base period, reemployment assistance training and the available for suitable employment definition, adding apprenticeship training to reemployment assistance training, requiring the commissioner of employment and economic development (DEED) to accept valid taxpayer identification (id) numbers from applicants; requiring prospective tenant landlord notification of tenant right to continued utility services upon landlord default during foreclosures, specifying rights of tenants of foreclosed property; declaring and establishing a foreclosure moratorium due to public economic emergency, specifying court stay; providing a state funded special state emergency unemployment compensation program, specifying eligibility, payment from trust fund and expiration; requiring the commissioner DEED to develop and implement a jobs creation grant program to make grants available to cities and towns for public projects to generate new job growth, specifying fund distribution and funding; appropriating money to DEED; prohibiting the legislature from mandating state employee layoffs, including the university of Minnesota (People's Bailout)
