4E Relating to health care

ARTICLE 1 - GENERAL ASSISTANCE MEDICAL CARE

Establishing mental health urgent care and psychiatric consultation services; defining certain terms; developing rapid access to psychiatry; providing for collaborative psychiatric consultation services; permitting the phasing in of the availability of mental health urgent care services; providing for limited appropriations and flexible implementation; requiring the commissioner of health along with the drug utilization review board to develop pediatric dose ranges for antipsychotic, attention deficit disorder (ADD) and attention deficit hyperactivity disorder (ADHD) medications; specifying certain intergovernmental transfers and inpatient hospital payments; authorizing an ombudsperson to advocate for persons enrolled in a care coordination delivery system under general assistance medical care (GAMC); creating a new general assistance medical care (GAMC) program; specifying eligibility and enrollment procedures; establishing general assistance medical care (GAMC) services; specifying certain payment rates and coordinated care delivery systems; requiring the commissioner to develop a temporary uncompensated care pool and a prescription drug pool; specifying veterans assistance; requiring the commissioner to continue the drug rebate program; providing for a transitional MinnesotaCare phaseout; specifying instructions to the revisor of statutes; repealing provisions relating to the Minnesota healthy marriage and responsible fatherhood initiative, child support incentives, intergovernmental transfers and hospital payments, the responsibility to provide general assistance (GA), MinnesotaCare eligibility, premiums and asset requirements

Providing for appropriations and appropriation reductions to the department of human services including children support enforcement grants, children and economic assistance operations, basic health care grants, health care management, continuing care grants, continuing care management and providing for certain transfers
