development revenue; reducing the early childhood family education (ECFE) revenue, school readiness aid, and community education revenue reserve account limit requirements and reducing regional library basic systems support grants; waiving state aid teacher contract deadline penalties; authorizing school districts and charter schools to use the learning and development revenue reserve; allowing school districts in receipt of safe school levy funds to use funds according to general education revenue requirements; authorizing school districts to transfer money from the operating capital account reserve to the undesignated balance in the general fund; repealing area learning center organization reserve revenue
