ARTICLE 1 - MINNESOTA DISASTER RELIEF
Providing a summary of disaster relief appropriations; appropriating money to commissioner of public safety for a state match for federal disaster assistance to individuals and a state and local match for federal disaster assistance to state agencies, providing for a waiver of contract approval procedures for state and federal disaster assistance; appropriating money to board of water and soil resources (BWSR) for reinvest in Minnesota (RIM) conservation easements, the erosion, sediment and water quality control cost-share program, a grant to Red River basin commission to address flooding, water quality and land conservation issues, authorizing certain fund transfers, allowing certain waivers for contracts relating to the addressing of conservation problems in certain specified areas; appropriating money to department of education for additional costs and loss of pupil units relating to the floods of March and April 2009, disaster impact enrollment aid, disaster relief facilities grants, disaster relief operating grants and pupil transportation grants; appropriating money to department of employment and economic development (DEED) for the Minnesota investment fund for grants to local units of government for locally administered grant or loan programs for certain businesses and nonprofit organizations, authorizing use of payments for property damage and cleanup; appropriating money to housing finance agency (HFA) for transfer to the housing development fund and the challenge program for assistance in the area included in DR-1830, Individual Assistance Declaration, limitations; appropriating money to department of revenue to pay flood loss aid to certain qualifying cities; appropriating money to commissioner of human services for payments to certain medical assistance providers; appropriating money to department of transportation (DOT) for infrastructure operation and maintenance and reconstruction and repair of state trunk highways and trunk highway bridges; appropriating money to commissioner of natural resources (DNR) for the state share of flood hazard mitigation grants for publicly owned capital improvements to prevent or alleviate flood damage, to maximize federal funds for projects in Ada, Breckenridge and Roseau and authorizing the use of remaining funds for certain projects based on need as prioritized by commissioner; appropriating money to commissioner of Minnesota Management and Budget (finance) for bond sale expenses; providing an appropriation reduction; authorizing the sale of bonds; modifying certain natural disaster payment procedures of commissioner of human services; authorizing certain county assessors to calculate and certify certain cities flood net tax capacity loss with commissioner of revenue, providing for flood aid to certain qualifying cities, defining qualified county, requiring commissioner of revenue to determine flood aid amounts for eligible cities, permitting cities receiving aid to expend a portion of the aid to repair county roads, appropriating money to commissioner of revenue for aid amounts
