ARTICLE 1 - HIGHER EDUCATION APPROPRIATIONS
Appropriating money to the office of higher education for state grants, safety officer survivors, child care grants, state work-study grants, achieve scholarship program, Indian scholarships, TEACH program, intervention for college attendance program grants, Midwest higher education compact, Power of You program, technical and community college emergency grants, veterinary loan forgiveness, united family medicine residency program, interstate tuition reciprocity, Minnesota college savings plan, MnLINK Gateway and Minitex, student and parent information, Get Ready outreach program, Minnesota minority education partnership grant, TANF work study and specifying waiver and agency administration, specifying assistance for small institutions accreditation requirements, to the board of trustees of the Minnesota state colleges and university (MnSCU) and specifying federal funds use (American Reinvestment and Recovery Act of 2009 (ARRA), limiting tuition increases, for central office and shared services unit, for operations and maintenance, for the Cook county higher education board, Northeast Minnesota higher education district, eFolio enhancements, Learning Network of Minnesota and human resources system improvements, to the University of Minnesota board of regents for operations and maintenance, a new scholarship, Ojibwe and Dakota language programs, veterinary diagnostic laboratory, a Minnesota wildlife rehabilitation grant, for primary care education initiatives, specifying federal funds use, provides tuition increase cap for resident undergraduate students, for special appropriations for agriculture and extension services, health sciences, the institute of technology, for system special, for the university of Minnesota and Mayo foundation partnership, academic health center and for Coleraine mineral research laboratory (NRRI) research by laid off taconite engineers, prohibiting university of Minnesota appropriation use for human cloning, to the Mayo medical foundation for medical school and family practice and graduate residency, to the board of dentistry for licensing dental therapists,

Establishing licensure and practice limitations for dental therapists and advanced dental therapists; prescribing and defining scope of practice, specifying education, supervision and recordkeeping requirements; defining dental therapist, advanced dental therapist, resident dental providers, and the practice of dental therapy; modifying certain provisions providing for the licensure of dental occupations; prescribing certain licensure, registration and renewal certification fees; establishing certain practice limitations, rules and qualifications for licensure; requiring a written collaborative management agreement with a licensed dentist; requiring the board of dentistry to evaluate the impact of the use of dental therapists on the delivery of and access to dental services and to develop an evaluation process, requiring report to the legislature by a certain date; repealing the oral health practitioner provision
