Relating to the state lottery

ARTICLE 1 - OPERATIONS

Authorizing the director of the state lottery to establish lottery gaming
machines (racino) and enter into a contract for the management and placement of the machines; modifying the definition of lottery procurement contract; defining gaming machine, gaming machine game, gaming machine play and adjusted gross gaming machine revenue; providing for operation of the gaming machines; requiring examination of the machines; providing for prizes and odds; prohibiting under age play; requiring compulsive gambling notices; prohibiting local licenses and fees; requiring the racing commission to require licensees to reimburse the actual costs of the commission

ARTICLE 3 - REVENUE

Establishing live horse racing purse payments through a gaming machine revenues set aside; providing for an in-lieu tax on lottery gaming machines;
providing for deposit of revenue in the general fund

ARTICLE 4 - MISCELLANEOUS

Requiring the director of the state lottery to submit a budget for the operation of gaming machines at a racetrack to commissioner of finance; authorizing the director to expend the amounts necessary to operate gaming machines; severability clause
