Relating to judicial reform; reducing certain offenses to infractions and providing an adjudication procedure, defining infractions, establishing infraction violation bureaus in judicial districts to be supervised by the chief district judge, permitting infraction citation issuance, specifying citation contents, requiring violators to provide identification and permitting detention, requiring payment or contest for citations, specifying procedure for contested citations, requiring penalty collection, distribution, and schedule; reducing state judges and allowing the supreme court in consultation with the judicial council and district judges and attorneys to allocate reductions; authorizing judicial hearing officers to be appointed by judicial district chief judges to oversee infraction cases; eliminating local government authority to enact certain criminal ordinances; providing a revisor instruction; repealing the crime of petty misdemeanor, petty misdemeanors maximum penalties, and petty misdemeanor ordinance violations maximum penalty, and ordinance violations maximum penalty
