3E Relating to state government

ARTICLE 1 - BUDGET

Authorizing the legislative commission on planning and fiscal policy to develop budget recommendations to the legislature; requiring the uniform procedure to include a system for posting the date of fiscal note requests; making commissioner of administration the state planning officer; requiring commissioner to develop a periodic long-range plan based upon agency plans and strategies and public advice, requiring a legislative and gubernatorial report; requiring the state demographer to release a demographic forecast in conjunction with commissioner of Minnesota management and budget (MMB) (finance), requiring a Minnesota milestones report, allowing contracting, requiring training materials development and dissemination; requiring a web site with searchable database on state expenditures; requiring a forecast delivery of cash flow for the general fund, modifying certain detailed budget estimate provisions; requiring legislature notification of deficiency requests by a certain date; requiring a resource mapping of federal and state funding sources and streams supporting health, safety, permanence, growth, development and education of children; requiring a state employees suggestion system; specifying certain duties and rights of classified employees, including employees of the attorney general, relating to being nonpartisan resources providing timely and professional assistance; providing for additional whistleblower protection to state employees; requiring a budget working group; specifying certain duties and membership requirements, sunset provision; authorizing and providing for cities to establish license reinstatement diversion pilot programs for holders of class D drivers licenses charged with driving after license suspension or revocation and not yet entering a plea, specifying eligibility conditions for diversion program in Duluth, St. Paul, South St. Paul, West St. Paul and Inver Grove Heights as eligible to establish diversion pilot programs within each city; appropriating money to commissioner of Minnesota management and budget (MMB) (finance); repealing a certain provision relating to a firearms report requirement, certain obsolete budget reserve account transfer procedures and a current searchable web site database requirement for state contracts and grants

ARTICLE 2 - UNCLASSIFIED POSITIONS

Prohibiting state agencies from having multiple deputy commissioners, making conforming amendments among the state agencies (department) and requiring commissioner of Minnesota management and budget (MMB) (finance) conforming appropriation reductions; repealing an unclassified service exception
