"State-County Results, Accountability and Service Delivery Redesign"; establishing the state-county results, accountability and service delivery redesign to authorize implementation of methods and procedures for administering assistance and services to recipients of public welfare and other services delivery by counties through the use of flexibility and performance management, providing an opt-in procedure for county boards; establishing an oversight council; specifying certain responsibilities, duties and membership requirements; authorizing a county or counties to establish a service delivery authority under the redesign to engage in the delivery of human services or other services, specifying certain duties and procedure requirements, providing for the operation by execution of a joint powers agreement or other contractural agreement; providing for aid and incentives to counties; appropriating money to the council and requiring the establishment of a methodology for distribution of funds to certified service delivery authorities
