ARTICLE 1 - FINDINGS AND PURPOSE

Specifying certain legislative findings and purpose to maximize opportunities for citizens to exercise the right to hunt, fish and take game

ARTICLE 2 - RIGHT TO ARMS CONSTITUTIONAL AMENDMENT

Proposing an amendment to the Minnesota constitution, article I, to protect the right to keep, bear and use arms under certain conditions

ARTICLE 3 - RIGHT TO WEAR FUR AND DISPLAY TROPHY ANIMALS CONSTITUTIONAL AMENDMENT

Proposing an amendment to the Minnesota constitution, article XIII, to protect the right to wear fur, pelts, skins or hides from legally taken animals and the right to display legally taken game

ARTICLE 4 - HUNTING AND FISHING

Specifying certain duties of the commissioner of natural resources (DNR) relating to ensuring access to hunting and fishing on lands

ARTICLE 5 - PUBLIC ACCESS TO HABITAT

Establishing the public access to habitat program to allow public walk-in access on private property; defining certain terms; authorizing the board of water and soil resources (BWSR) to contract for access easements for outdoor recreation using appropriations from the outdoor heritage fund or nonstate revenue made available from local sporting organizations, specifying certain contracting, eligibility and agency consultation requirements; specifying certain public access conditions; requiring the posting of signs; requiring a report to the legislature; clarifying civil liability for land enrolled in the program; specifying certain firearm prohibitions; appropriating money to the board of water and soil resources for the public access to habitat program
