2E Appropriating money for natural resource purposes from the clean water fund

ARTICLE 1 - CLEAN WATER FUND APPROPRIATIONS

Appropriating money from the clean water fund to department of natural resources for nonpoint source restoration and protection activities; for targeted nonpoint source pollution reduction projects including appropriations to the board of water and soil resources and the Anoka conservation district for water quality and restoration projects; to the board of water and soil resources for nonpoint restoration technical assistance and engineering, subsurface sewage treatment system program implementation, failing subsurface sewage treatment systems, feedlot water quality grants, local nonpoint source activity support and certain shorleline protection and restoration grants, for a grant to Hennepin county for stream bank stabilization and water quality restoration, to the pollution control agency for a restoration project in the lower St. Louis river and Duluth harbor, to department of natural resources to develop and adopt rules for the Mississippi river corridor critical area; to the board of water and soil resources for state oversight, support and accountability of water quality projects, to department of agriculture for the agriculture best management practices loan program, specifying administration of certain appropriations; appropriating money for point source protection to the public facilities authority for total maximum daily load (TMDL) grants, for phosphorus reduction grants, for small community wastewater treatment grants and loans, for wastewater reuse pilot projects and grants to certain ethanol plants, specifying certain appropriation conditions; appropriating money to the pollution control agency for assessments and monitoring of surface water quality and trends, for grants to the Red River Watershed Management board for certain river watch activities, for coordination with the state of Wisconsin and the National Park Service for certain comprehensive water monitoring and phosphorus reduction activities, to the pollution control agency for endocrine disruptor monitoring and analysis, to department of natural resources for identifying impaired waters through water quality assessments, to commissioner of agriculture for certain pesticide monitoring and assessment, to pollution control agency and the department of natural resources for TMDL development and implementation plans for certain waters, to department of agriculture for technical assistance in developing TMDL plans, specifying certain appropriation conditions; appropriating money to the groundwater and drinking water protection services including to the pollution control agency and department of natural resources groundwater assessment and drinking water protection, to department of health for drinking water contaminant assessment and source water protection and preservation, to metropolitan council for the master water supply plan implementation, to department of agriculture for groundwater assessment and drinking water protection activities, specifying certain appropriation conditions; appropriating money for education and public engagement purposes including appropriating money to the board of water and soil resources for grants for civic engagement and education in water restoration and protection activities for nonpoint sources, providing grants to the Star lake board for increased citizen involvement in water quality enhancement, appropriating money to the pollution control agency for civic engagement in TDML development, specifying certain appropriation conditions; appropriating money for research and tool development purposes including to the department of agriculture for certain agricultural practice research, evaluations and effectiveness of monitoring of agricultural practices involved in the restoration of public waters, to the South Central service cooperative to develop a water ecology pilot program, to the livestock environmental quality assurance program for water quality assessment purposes, to the board of regents of the University of Minnesota for a geological survey to continue and to initiate the production of county geologic atlases, to commissioner of natural resources to acquire and distribute high-resolution elevation data to aid impaired waters, to the University of Minnesota for the development of a statewide sustainable water resources framework, specifying certain conditions of appropriation; establishing the Mississippi river corridor critical area and defining its purpose, specifying administration and duties, authorizing commissioner of natural resources to establish districts within the area, directing the commissioner to establish minimum guidelines and standards for the districts, specifying certain application of standards, requiring local unit of governments or state agencies to notify the commissioner within a certain amount of time before taking action on an application, specifying late fees for late notification, directing commissioner to adopt rules for compliance

ARTICLE 2 - GENERAL PROVISIONS

Authorizing the legislative coordinating commission to establish and maintain a web site to provide information on all projects receiving appropriations in the Legacy Act, appropriating money; directing the legislative coordinating commission to sponsor a contest to design a logo to use on signage for projects receiving money from the outdoor heritage fund, the clean water fund and the parks and trails fund; requiring legislative committees, divisions and councils responsible for recommending expenditures to the full legislature from the outdoor heritage fund, the clean water fund and the parks and trails fund to develop a 25-year strategic plan for the expenditures that will be recommended from the funds
