ARTICLE 1 - APPROPRIATIONS
Providing a summary of appropriations by fund; appropriating money to the supreme court for operations, for civil legal services and for legal services to low-income clients in family law matters, to the court of appeals, to trial courts, to the tax court, to the uniform laws commission, to the board of judicial standards, for major disciplinary actions undertaken by the board, and to the board of public defense
ARTICLE 2 - FEE INCREASES
Imposing per-page filing fees for court papers by district court administrators; increasing various court fees and imposing an additional vehicle parking surcharge; authorizing the imposition of a public defender fee for licensed attorneys; specifying certain judicial council authority requirements; establishing a court account in the special revenue fund in the state treasury, providing for the deposit of certain funds in the account and appropriating the funds to the judicial council to support the supreme court, court of appeals and district courts; establishing a public defender fee account, providing for the deposit of collected fees and appropriating funds to the board of public defense
ARTICLE 3 - CIVIL LAW CHANGES; ADMINISTRATIVE PENALTIES PROHIBITED; RESTORATIVE JUSTICE-BASED ALTERNATIVE DISPOSITION
Authorizing the judicial council to require persons successfully completing a diversion or similar program for a traffic offense to pay a surcharge; providing for the use of special masters to handle pretrial matters, exceptions, sunset provision; providing the fourth judicial district with fiscal flexibility as to the location of court facilities; increasing the conciliation court civil claim limit; authorizing referees to preside over conciliation courts; providing a restorative justice-based alternative disposition process for certain adult and juvenile offenders; authorizing disbursement of minimum fines for controlled substance offenses to juvenile substance abuse court programs; repealing a certain provision relating to contract leases with Bloomington for court space
ARTICLE 4 - MISCELLANEOUS JUDICIARY-RELATED CHANGES
Modifying certain provisions relating to retired justice payment requirements by chief justice of supreme court; modifying motorboat violations fines and bail money deposit requirements; limiting the imposition of county law library fees; modifying certain sentencing provisions relating to controlled substance sale crimes in the fifth degree and the crime of possession of chemical reagents or precursors with the intent to manufacture methamphetamine; imposing felony penalties for conviction of offenses of driving a motorboat, snowmobile, all-terrain vehicle, off-highway motorcycle and off-road vehicle while impaired (under the influence of alcohol or controlled substance - DWI), prescribing second, third and fourth degree penalties, allowing permissive consecutive sentences for multiple offenses and providing an affirmative defense and revocation; reducing the chemical dependency assessment charge and allowing courts to waive the charge, modifying certain duties relating to distribution of money; modifying certain state patrol traffic fines and forfeited bail money distribution requirements; modifying certain court surcharge requirements for criminal and traffic offenders; removing a requirement for county boards to provide district court judges with office supplies and technology; providing for the promulgation of uniform collections policies and procedures for courts; modifying certain procedures for the disposition of fines, fees and other moneys and accounts for the Ramsey county district court; modifying certain district court administrator fees allocation requirements; expanding conciliation court judgment debtor disclosure requirements; modifying requirements for the destruction of original documents for probate proceedings; expanding the judgment debtor disclosure provision; modifying certain sentences available upon conviction of a felony, misdemeanor or gross misdemeanor crime and specifying certain payment requirements for fines or orders for restitution; modifying certain minimum fees requirements; specifying procedures for fine and surcharge collection; modifying petty misdemeanor use of conviction for enhancement requirements; requiring the judicial council to establish a uniform fine schedule, specifying certain schedule requirements, providing for establishment and effective date, effect on misdemeanor offenses and certain notice requirements; specifying certain payments requirements for a fine, day-fine or restitution as an intermediate sanction, modifying certain court-ordered restitution payment requirements, allowing the court to refer case to collections; modifying disbursement requirements for court-ordered prosecution costs; repealing certain provisions relating to controlled substance penalties, court administrator fee payments, office abolishment of judicial officers and stay of imposition or execution of sentence fine and surcharge collection
