2E Authorizing commissioner of employment and economic development (DEED) to develop and implement a construction mitigation grant program to mitigate the impacts of transportation construction on local small businesses, to promote the retention of jobs in transportation construction areas and to provide outreach to the public and small businesses to minimize interruption of local commerce; defining certain terms; prescribing grant application procedures, match requirement; establishing factors to be considered while distributing funds; requiring the road or transit authority to consult with certain affected businesses concerning the issue of business signs; designating an individual to serve as a business liaison between the road or transit authority and affected businesses; specifying business liaison duties; appropriating federal stimulus money if available; appropriating general fund money if federal stimulus money is not available
