Requiring commissioner of transportation (DOT) to ensure programmed transportation funding for the state transportation districts be consistent with target percentages prescribed in the state transportation plan; requiring commissioner to report annually to the legislature; requiring the commissioner to ensure each of the transportation districts receive a minimum guaranteed rate of return for all fuel tax, license registration tax and motor vehicle sales tax proceeds contributed by each district to the highway user tax distribution fund (HUTDF) and deposited in the trunk highway fund
