Appropriating money to commissioner of transportation (DOT) and authorizing the issuance of state bonds for local roads and bridges including money to the local road improvement program for grants to counties to assist in paying the costs of rural road safety capital improvement projects on state-aid highways and for construction and reconstruction of local roads with statewide or regional significance and for matching federal funds and replacement or rehabilitation of local bridges; authorizing grants to political subdivisions for replacement or rehabilitation of a fracture-critical bridge, specifying certain eligibility requirements
